The Kisoro District Service Commission (KDSC) is under fire following allegations of tribalism, segregation, and bribery in its recent shortlisting process for public service positions.
The accusations claim the Commission disregarded official job descriptions and recruitment guidelines issued by the Ministry of Public Service.
A letter dated April 23, 2025, submitted anonymously to the Inspector General of Government (IGG) – Kabale Regional Office, accuses the KDSC of irregularities in shortlisting candidates for internal positions, some of which allegedly fall below the required entry level for new public officers on probation.
The complaint highlights concerns surrounding the recruitment process for two specific roles that include Senior Law Enforcement Officer, Kisoro Municipal Council (Ref: KDSC/156/2025/17) and Law Enforcement Officer (Ref: KDSC/156/2025/11)
According to the complainant, the original shortlist published on April 11, 2025, included only one applicant for the Law Enforcement Officer position, with no explanation for the exclusion of others. For the Senior Law Enforcement Officer position, the Commission initially claimed that none of the applicants met the required qualifications and therefore did not shortlist anyone.
However, on April 22, 2025, an addendum was released in which two candidates were shortlisted for the Senior Law Enforcement Officer role, and a second applicant was added to the Law Enforcement Officer position, bringing the total number of shortlisted candidates to two for each post.
The whistleblower, whose identity was withheld due to security concerns, criticized the Commission for what they described as unethical practices, including favoritism based on tribal affiliation, religious background, and bribery allegedly in violation of public service recruitment standards.
