Kabale Soars from 75th to 4th in National Performance Rankings

The framework also rewards progress in rural water supply, micro-scale irrigation, and implementation of the Parish Development Model.

The Office of the Prime Minister has released the 2024/2025 National Performance Assessment results, ranking Kabale District 4th nationwide, a dramatic improvement from 75th place in the previous financial year.

The results were announced on Wednesday during a dissemination meeting at Kabale District Rukiiko Hall, attended by technical officers and political leaders.

Deputy Chief Administrative Officer Robert Mugabe attributed the achievement to teamwork and commitment across the district, praising departmental heads, sector leaders, and sub-county chiefs.

He said Kabale is now targeting the top position in the next assessment.

Lydia Kwesiga, Manager of Compliance Monitoring at the Public Procurement and Disposal of Public Assets Authority (PPDA) and leader of the assessment team, highlighted the importance of the evaluation in strengthening local government service delivery.

She commended Kabale’s performance, noting that Western Uganda dominated the rankings, with eight of the country’s top ten districts and 22 of the top 50 coming from the region.

Speaking on behalf of the Prime Minister’s Office, economist Hardard Arineitwe lauded Kabale’s score of 93.93 percent.

He explained that the performance assessment framework, introduced in 2022/23 under the Intergovernmental Fiscal Transfer Reform, was designed to improve planning, budgeting, procurement, and reporting at the local level.

The framework also rewards progress in rural water supply, micro-scale irrigation, and implementation of the Parish Development Model.

Arineitwe stressed that efficient service delivery at Local Government Units (LLGs) directly impacts citizens’ lives and drives local development.

District Speaker Flavia Nyinakiiza thanked the Prime Minister’s Office for the recognition and pledged political support to the technical team.

She called on district staff to strengthen weaker sectors to position Kabale as the best-performing district in future assessments.
