While addressing issues related to the Parish Development Model (PDM) program in Kisoro District, RDC Ssebyala criticized the youth for misusing government funds intended for their development. He revealed that security forces in Kisoro are actively working to arrest individuals demanding bribes from PDM beneficiaries. Ssebyala urged the public to report any bribery incidents to their offices, provided they have evidence.

Kisoro PDM Coordinator, Dr. Ngabo Herbat Bubasha, confirmed that all 58 PDM SACCOs in Kisoro have received 100,500,000 shillings in their accounts. He explained that they are using the Wendi system to facilitate easier access to the funds, aiming to ensure that each beneficiary receives their money before mid-August.

Meanwhile, Nyiramugisha Peace, the Chairperson of the Youth Livelihood Program in Kisoro and the CDO of Bunagana Town Council, disclosed that over 2,000 youths have benefited from the YLP in its 10 years of existence. However, she highlighted the issue of loan defaulters, which is preventing others from benefiting. She urged those who have received loans to repay them so that others can also benefit.
