The State Minister of Finance (General Duties) and Rubanda East MP, Hon. Henry Musasizi, has outlined the government’s major development achievements in Rubanda District over the past five years, urging local leaders to safeguard the progress by mobilizing support for President Yoweri Museveni and the ruling National Resistance Movement (NRM).
Musasizi, who also serves as the NRM Chairperson for Rubanda District, made the remarks while addressing the 3rd District Council session on Thursday. The meeting, chaired by District Speaker Ms. Mary Waguma Tushemereirwe, focused on infrastructure and social service delivery between the 2020/2021 and 2025/2026 financial years.
Highlighting key projects, the Minister said the ongoing construction of Rubanda District Hospital in Muko Sub county, budgeted at Shs. 18.5 billion, will greatly improve health service delivery once completed.
In the education sector, Musasizi noted the completion of Ruhiija Seed Secondary School (Shs. 3.1 billion) and Kibuzigye Seed Secondary School (Shs. 2.42 billion), alongside the commissioning of Nyamweru Seed Secondary School in 2021 at a cost of Shs. 2.1 billion.
He added that several institutions, including Nyaruhanga High School, Bufundi College, St. Aquinas Kashaki S.S, St. Agatha Girls S.S, and Bubare S.S, have benefited from new classroom blocks, dormitories, and multi-purpose halls.
Minister Musasizi also revealed that plans are underway to establish a technical institute in the district, following discussions with the Ministry of Education and Sports.
The Minister reported that the NRM Government allocated Shs. 176 billion for nationwide road maintenance, with at least Shs. 1 billion disbursed per district annually.
In Rubanda, roads such as Ndeego–Kashaasa–Nshanjare, Habushoro–Kiyebe–Ruhiija, and Habikuyenzi–Kakyenaga–Kuyokyezo–Butambi have been rehabilitated.
He acknowledged that the district’s road construction equipment is nearing the end of its lifespan, but assured council members that new machinery would be procured in the next term to maintain efficiency.
At the district headquarters, construction of a new Rukiiko Hall and the District Health Officer’s Office is ongoing. “In a few years, you will be holding your council sessions in a modern meeting hall,” Musasizi said.
In the water sector, Musasizi announced a Shs. 72 billion piped water project targeting Kashenyi and Nangara areas, and revealed ongoing negotiations for €158 million in funding to implement the Karengyere (Muko) piped water project. Future plans include extending water supply to the Kibuzigye–Bushuura area in Hamuhambo Town Council.
On wealth creation, Musasizi said more than Shs. 21 billion has been disbursed to Rubanda residents through government programs such as the Parish Development Model (PDM) and Emyooga, aimed at helping communities transition into the money economy.
“I encourage you to guide our people to make full use of these programs and join the formal economy,” he urged.
Minister Musasizi emphasized that the district’s progress was a result of teamwork and urged leaders to “protect the gains” by mobilizing continued support for President Museveni and the NRM.
Meanwhile, District Vice Chairperson Prossy Kesafari Akampurira said a video documentary highlighting Rubanda’s development achievements will soon be released for public viewing.
According to Assistant RDC Hillary Bindeeba, President Museveni, who is seeking re-election as NRM’s presidential candidate, is scheduled to campaign in Rubanda District on November 24, 2025, with the rally set to take place at Kabirizi Primary School playground in Nyakabungo Ward, Rubanda Town Council.
