DOKOLO – Cecilia Barbara Atim Ogwal, the influential Member of Parliament for Dokolo District Women’s Constituency and former Miss Uganda has passed away at 77 due to cancer, as confirmed by close family members on Thursday.
A seasoned legislator, she served on the parliamentary Committee of Physical Infrastructure and the budget committee, contributing significantly to policy matters related to Lands, Housing, Urban development, Works, Transport, and Physical Planning.
Who is Cecilia Barbara?
Born on June 12, 1946, in Dokolo District, Northern Uganda, Ogwal had a diverse career, excelling as a defence contractor and management consultant.
Her political journey began in 1996, maintaining a continuous presence in Uganda’s legislature. Notably, she participated in the Miss Uganda contest in 1969 at the age of 23.
Educationally, Ogwal pursued a Bachelor of Commerce degree at the University of East Africa in Nairobi, graduating in 1970.
Additionally, she held a Certificate in Human Resources Management from the Uganda Management Institute.
Her professional background included roles at the Uganda Embassy in Kenya, Uganda Advisory Board of Trade, and Housing Finance Bank.
In politics, Ogwal served as the Acting Secretary General of Uganda People’s Congress (UPC) from 1985 to 1992 and played a vital role in drafting the 1995 Ugandan Constitution in 1994.
Despite challenges, she remained a prominent figure in UPC until 2004. In 2011, Ogwal switched political parties, winning the Women’s Representative seat for the newly created Dokolo District as a member of the Forum for Democratic Change Party.
Her impactful contributions and dynamic career have left a lasting legacy in Ugandan politics.
