Bukimbiri Residents Face Non-Ugandan Status Due to National ID Card Errors

KISORO – Tens of thousands of Residents of Bukimbiri County in Kisoro District are facing the unsettling designation of being deemed non-Ugandans due to the absence of National Identity Cards, as reported by the National Identification and Registration Authority (NIRA).

This predicament has led to numerous instances where they were unable to participate in government programs mandating the presentation of national identity cards, including the Parish Development Model.

According to information gathered from NIRA, a critical error occurred during the initial nationwide mass registration of Ugandans for National IDs in 2014. One of the NIRA officers, whose identity remains concealed, made errors during the registration process, resulting in residents missing out on obtaining national identity cards.

Rutangyerwa Patrobas, the Kisoro District NIRA Returning Officer (DRO), highlighted that the impact of this issue is particularly pronounced in the town councils of Rubuguri, Nkuringo, and the sub-counties of Kirundo and Nyabwishenya, all situated in Bukimbiri County. Rutangyerwa explained that many citizens were erroneously registered as presumptive rather than indigenous, leading to the loss of their information in the NIRA systems.

However, Rutangyerwa assured that NIRA, in collaboration with its legal team, is diligently working to rectify these errors during the upcoming registration exercise. He emphasized their commitment to ensuring that affected individuals receive the necessary corrections and obtain their rightful National Identity Cards.
