Eight Teachers, Six UNEB Officials Arrested as PLE Malpractice Scandal Rocks Greater Masaka

The teachers were reportedly caught red-handed writing answers and coaching pupils during the exam.

The Uganda Police in the Greater Masaka Region have arrested several individuals in connection with multiple cases of examination malpractice during the ongoing Primary Leaving Examinations (PLE) held on November 3, 2025.

According to police reports, the incidents were recorded across Masaka, Rakai, Kyotera districts, and Masaka City.

In Masaka District, eight teachers from St. Kizito Butenzi Primary School, identified as Ngobya Jackson, Kavuma Ashiraf, Juuko Misaaki, Kyusa Ronald, Mubiru Isma, Ssempijja Michael, Turyasingura Adam, and Waiswa Sharif were arrested for aiding candidates during the Social Studies paper.

The teachers were reportedly caught red-handed writing answers and coaching pupils during the exam.

In Rakai District, police arrested Katende Noah at St. Raphael Mbuye Primary School for impersonation after he falsely presented himself as a UNEB scout without official authorization.

In Masaka City (Kimanya–Kabonera Division), police are hunting for Mr. Asiimwe Robert, who allegedly attempted to bribe a UNEB monitor to influence the examination process.

Meanwhile, in Kyotera District, six UNEB officials were arrested at Kyotera Central Primary School for aiding malpractice. The suspects, Mulindwa Sulait, Nansango Sylvia, Nasamula Annet, Ssekitoleko Gonzaga, Nakityo Harriet, and Lubega John were apprehended after a candidate was found with a small paper containing Social Studies answers during a surprise inspection.

All six suspects are in custody as investigations continue.

Greater Masaka Region Police spokesperson Kasirye Twaha confirmed the arrests, emphasizing that police, in collaboration with UNEB, remain committed to maintaining the integrity of national examinations.

“We caution all stakeholders to desist from any acts that compromise the credibility of the examination process,” Kasirye warned.
