The Electoral Commission (EC) has disqualified National Unity Platform (NUP) candidate Ntanda Shaliff Bin Hakim from contesting the Isingiro North Constituency parliamentary seat, where he was set to challenge incumbent Lt. Col (Rtd) Bright Rwamirama in the 2026 general elections.
The decision follows a complaint lodged under Article 61(1)(f) and Section 15 of the Electoral Commission Act, Cap 176, challenging Ntanda Shaliff’s nomination. Hearings were held on November 13th and 14th, 2025, where complainants Nalubowa Amina Musa and Nabunya Aluwa, along with their legal representatives, presented evidence.
During the proceedings, the Commission found that the complainants denied signing or endorsing Ntanda Shaliff’s nomination form and submitted sworn affidavits to that effect. The respondent admitted that the signatures had been collected by an agent, Semufu Muzafaru, in his absence. Of the ten supporters listed on the nomination form, only eight were valid, falling short of the legal requirement under Section 28(1)(c) of the Parliamentary Elections Act, Cap 177.
Following these findings, the Commission, under MIN.COMP. 048/2025, annulled Ntanda Shaliff’s nomination. Both the Isingiro Electoral District Returning Officer and the respondent have been formally notified of the decision.
Justice Byabakama Mugenyi Simon, Chairperson of the Electoral Commission, emphasized that the annulment was carried out in accordance with the law to uphold the integrity of the electoral process.
Ntanda Shaliff’s disqualification comes days after the Commission also annulled the nomination of NUP’s Isingiro District Woman MP candidate, Resty Kyarimpa Sarah, for submitting duplicate signatures on her nomination form.
Reacting to the disqualifications, NUP Presidential Candidate Robert Ssentamu Kyagulanyi expressed strong condemnation, alleging political interference.
He accused regime operatives of offering bribes to NUP candidates to step down and claimed that individuals who signed nomination forms were coerced to deny their endorsements.
Kyagulanyi urged Ugandans to resist such practices and safeguard democratic processes.
