Garuga Died When Country Needed Him Most – President Museveni

James Musinguzi Garuga passed away on August 6 at Nakasero Hospital in Kampala after a brief admission due to breathing complications. He was 72.

President Yoweri Kaguta Museveni has described the late James Musinguzi Garuga as a man the country needed most, praising his hard work, humanitarian spirit, and commitment to national development.

In speech delivered on his behalf by Deputy Speaker of Parliament Rt Hon Thomas Tayebwa during Garuga’s burial at his ancestral home in Kiragiro Village, Nyarurambi Parish, Rugyeyo Sub-county, Kanungu District on Monday, President Museveni lauded Garuga for championing initiatives that transcended political divides and benefited both his community and the nation.

He commended Garuga’s investment in agriculture as a testament to his deep understanding of the NRM’s mission of sustainability and self-reliance, adding that his legacy will forever live in the hearts of those whose lives he touched. Museveni described his death as a great loss to Uganda, the people of Kanungu, and the business community.

On a personal note, Deputy Speaker Tayebwa recalled first meeting Garuga in 2005, a relationship that grew into a father–son bond.

“From the moment we met, he became a father figure to me and even supported me when I was getting married. He never asked for anything in return, only that I extend such generosity to others. When I later joined the NRM, he encouraged me to work for my people and my country, a commitment I still uphold,” Tayebwa said.

He added that Garuga’s life teaches the importance of building businesses that are purposeful and impactful, noting that Garuga’s enterprises always aimed to serve and employ ordinary Ugandans.

A respected businessman and conservationist, Garuga founded and chaired several enterprises, including Garuga Properties, Incafex Group, Kinkizi Development Company, Kigezi Highland Tea, and Savannah Resort Hotel. He was renowned for promoting sustainable tourism and environmental conservation.

He is survived by his wife, Dr. Peace Musinguzi; children Rowena, Alwyn, Johnnie, and Phillip; grandchildren Aden, Matthew, Arianna, Matisse, Isaac, and Milo; and a wide circle of family, friends, and colleagues.

Educated at Ruhanyana Primary School, Mbarara High School, Makerere College, Makerere University (BCom, LLB), and the Law Development Centre (Diploma in Legal Practice), Garuga’s influence spanned law, business, and community development.

He was laid to rest at his ancestral home in Rugyeyo.
