Kisoro Invigilator Arrested Over Alleged PLE Paper Leak

Police in Kisoro District are holding a 30-year-old teacher, Jonas Twesiime, for alleged involvement in examination malpractice during the Primary Leaving Examinations (PLE).

According to the Kigezi Regional Police Spokesperson, ASP Elly Maate, the incident occurred on November 4, 2025, at Reads Primary School, one of the designated PLE sitting centers in Kisoro Municipality.

It is alleged that Twesiime, who was serving as the Chief Invigilator, was found in possession of a smartphone containing a 2025 English examination paper shared via WhatsApp, two hours before the exam commenced.

Police say the same phone also contained suspected copies of other PLE papers for Mathematics and Social Studies.

Maate said that the matter came to light after Tumukwasibwe Mildred, a UNEB Chief Invigilator and Chief Scout, became suspicious when she was denied entry at the school gate despite identifying herself as a UNEB official.

Maate said that upon gaining access, she examined the invigilator’s phone, leading to the discovery of the alleged leaked paper.

He noted that Police immediately visited the scene, recorded statements from witnesses, and recovered the smartphone as an exhibit. The suspect was arrested and taken into custody for questioning.

He revealed that the seized phone will be forwarded to the Forensic Services Directorate in Naguru for detailed imaging and analysis to trace the source of the leaked paper.

He further assured the public that police, together with UNEB, are committed to safeguarding the integrity of national examinations and ensuring that anyone involved in malpractice faces the law.

“We shall continue working closely with UNEB to ensure that all offenders are held accountable. Examination malpractice undermines the credibility of our education system,” said Maate.
