Established in 1969 as an Institute of Public Administration (IPA) under the Ministry of Public Service, Uganda Management Institute has played a vital role in providing in-service training to public servants in Uganda. The transformation of IPA into UMI and the grant of semi-autonomous status in 1992 marked a pivotal moment in its history, enabling the development of its own courses and the authority to confer Certificates and Diplomas.

Although initially under the Ministry of Public Service, legislative changes in 2001, with the enactment of the Universities and Other Tertiary Institutions Act (UOTIA), saw UMI placed under the Ministry of Education and Sports (MoES). Subsequent amendments in 2006 classified UMI as one of the “Other Degree Awarding Institutions,” acknowledging its role as a Management Development Institute (MDI) mandated to confer Degrees without necessitating the status of a full-fledged University.
