KAMPALA: The government has announced plans to abandon its policy of constructing and equipping a secondary school and Health Centre III in every Sub-county due to financial constraints and the proliferation of administrative units, making the implementation of this policy unfeasible.

Henry Musasizi, Minister of State for Finance, made this declaration while briefing MPs on Parliament’s Committee of Government Assurance about the progress of financing the construction of a seed secondary school per sub-county, a technical school per county, and a public university per region, as previously promised by the government.

Musasizi stated, “However, considering the rise in administrative units, the current policy of establishing a secondary school and Health Centre III in every sub-county may no longer be viable given the current resource limitations. The Ministry of Finance and Ministry of Local Government will further evaluate the policy and its impacts and take necessary actions.”

Minister Musasizi attributed the change in government stance to Parliament’s decision to create new administrative units before the 2021 general elections, despite warnings from the Ministry of Finance about the strain it would place on government resources.

Abed Bwanika, Chairperson of the Government Assurance Committee, resolved to communicate with the Prime Minister, Robinah Nabbanja, to ascertain the government’s final position on seed schools before presenting a report to Parliament.
