Accompanied by notable figures such as Buhweju County Member of Parliament, Hon Mwijukye Francis, Kabale Municipality Member of Parliament, Hon Nicholas Kamara, and Katonga Faction Chairman Ambassador Wasswa Biriggwa, Col Dr Kizza Besigye encountered opposition from Kabale Police.
Under the command of Kigezi Region Police Commander Ibrahim Saiga and Kabale Police Commander Joseph Bakaleke, the police erected roadblocks at Kabale roundabout, sparking a tense standoff between officials and FDC leaders. Amidst the chaos, Honorable Mwijukye Francis insisted that they have the right to hold a rally, asserting that denying Ugandans movement within their own country was unjust.

In response, Kigezi Region Police Commander Ibrahim Saiga chose not to escalate tensions by deploying teargas against the demonstrators. Eventually, the Katonga-based leaders and their supporters successfully marched through Kabale town along Kabale – Kisoro highway and later proceeded to conduct public consultative meetings at Hilltop Hotel with party members from Rubanda, Rukiga, Kisoro, and Kabale Districts.
When asked about the incident, DPC Bakaleke said that holding a rally in town wasn’t part of the agreed-upon plan with the FDC team. Despite advising them to adhere to guidelines and proceed directly to the venue for their consultative meeting, the team insisted on rallying in town, disrupting local businesses. Bakaleke clarified that while they attempted to steer the group toward compliance, they ultimately allowed them to proceed with their rally.
