KABALE: The interdicted Principal of Kabale Technical Institute, Francis Tibamanya, has been summoned to appear before the Education Service Commission (ESC) Disciplinary Committee.
Mr. Tibamanya is one of several individuals listed to appear before the committee to answer charges related to their respective roles.
While most of those summoned are charged with offenses such as abandonment of duty, forgery, and sexual assault, Mr. Tibamanya’s case is cited as a “Lifting of the interdiction and Reprimand.”
He is scheduled to appear on September 20, 2024, at exactly 9:00 a.m.
In a letter dated August 26, 2024, Dr. Asuman Lukwago, the ESC Secretary, warned that failure to comply with the summons would not prevent the commission from proceeding with the disciplinary process.
Although the specific details of the case were unavailable at the time of this report, Mr. Tibamanya’s troubles date back two years, stemming from prolonged disputes involving him, tutors, and students at Kabale Technical Institute.
The disputes began in 2022 and intensified between January and March 2023, leading to the dismissal of several students, the transfer of instructors, and the eventual interdiction of Mr. Tibamanya himself.
During the turmoil, police were heavily deployed at the Rutooma Hill-based institution to quell chaotic protests by both students and tutors, who demanded Mr. Tibamanya’s resignation over alleged dictatorship and corruption.
On March 17, 2023, students marched to Kabale Municipal Headquarters to demand the intervention of the Principal Education Officer (PEO).
They presented their grievances to Mr. Grace Munyambabazi, who promised to hold a meeting at the school.
Subsequent meetings held by Kabale District and Municipal Authorities aimed to reconcile the principal with the students and instructors.
However, these efforts repeatedly failed due to the severely damaged relationship between Mr. Tibamanya and the school community.
As a result, Mr. Tibamanya was interdicted and replaced by Eng. Lydia Lekuru earlier this year.
