KAGADI: President Yoweri Kaguta Museveni has praised former Buyaga County MP Ignatius Besiisira for his exceptional contribution to Uganda’s socio-economic transformation.
“Besiisira has left us after offering distinguished service to Uganda. His family, as well as the nation, can take great pride in his remarkable achievements and enduring legacy,” President Museveni said.
Besiisira represented Buyaga constituency in the Ninth Parliament as an NRM member and also served as the Resident District Commissioner (RDC) of Kamwenge from 2008 to 2010.
He passed away on Sunday, January 12, following a prolonged illness.
In his eulogy, delivered by Vice President Maj. (Rtd) Jessica Alupo in Kagadi District, President Museveni expressed that leaders are akin to social doctors, tasked with finding solutions to societal challenges.
“It is truly sorrowful that we have lost a loyal cadre and a staunch advocate for the people’s interests,” the President said.

He emphasized that Besiisira’s death had deprived the nation of a dedicated servant who upheld the NRM’s core ideology of advancing the people’s legitimate needs.
“In the NRM, we view leadership as an opportunity to address society’s challenges—be it insecurity, poverty, or disease,” Museveni noted.
The President urged the people of Kagadi to not only mourn Besiisira’s passing but also to celebrate his life and the lasting impact of his legacy.
On behalf of the government, the NRM Party, and himself, President Museveni extended heartfelt condolences to the bereaved family, the people of Buyaga, and all Ugandans for the loss of such a devoted servant.
“My thoughts and prayers are with his family during this difficult time. May the Almighty grant you the strength and resilience needed to cope with this period of grief,” he added.
In her eulogy, Vice President Alupo described Besiisira as a man of deep African values, who loved Uganda and was dedicated to his country. She highlighted his active role in the fight against cattle rustling in Eastern Uganda and noted his strong devotion to his family.
She called on the people of Kagadi to draw inspiration from his legacy.

Rev Fr. Peter Kaberenge Akiiki, the episcopal vicar of Kagadi Vicariate, who was the main celebrant, urged Christians to emulate Jesus by leading lives of humility and embracing the spirit of reconciliation.
