RUBANDA: The Special Presidential Assistant on Political Affairs, Thopacu Alfred Owiny, has called on beneficiaries of the Parish Development Model (PDM) in Rubanda District to utilize the revolving funds for productive ventures, cautioning against misuse on activities such as marrying multiple wives and alcohol consumption.
Addressing PDM beneficiaries in Babaare Ward, Bubaare Sub-County, Rubanda East Constituency on Thursday, ahead of President Yoweri Kaguta Museveni’s visit to the Kigezi Sub region on his PDM Zonal tour, Thopacu expressed concern over how some men have misappropriated the funds. He noted that while women have demonstrated responsible use of the funds, many men have diverted them towards unproductive activities.
He emphasized that the revolving funds are designed to help beneficiaries start small businesses and grow them over time. He warned that they are not meant for marrying more wives or wasting on alcohol, asking beneficiaries to use the funds wisely to improve their livelihoods.
He further explained that the revolving funds aim to establish a community banking system to protect Ugandans from exploitative money lenders. Thopacu also warned against corrupt practices, such as bribing PDM SACCO leaders to access funds, stressing that such actions undermine the program’s goals and are unacceptable.
He reaffirmed that while on his visit in Rubanda, President Museveni will visit Evas Akampurira, a poultry farmer in Babaare Trading Center, Babaare Ward, Babaare Town Council and commission a newly constructed electricity substation in Karukara Ward, Hamurwa Sub-County. According to the Presidential Press Unit, President Museveni will tour the region on Wednesday, February 12th, 2025, to assess the progress of the Parish Development Model Program.
