Residents and local leaders of Maziba sub-county in Ndorwa County East County, Kabale District have appealed to the government to consider dividing the area into smaller administrative units to enhance access to services and strengthen security management.

During a series of Parish Development Model (PDM) sensitization meetings organized by Kabale Resident District Commissioner (RDC), Godfrey Nyakahuma, aimed at assessing the impact of the PDM in the area this week, local leaders who include Onesmas Mutungi, the LC3 Chairperson of Maziba sub-county, and Godfrey Turyahikayo, the LCII Chairperson of Nyanja Parish, noted that residents are forced to travel long distances to access essential services such as healthcare, markets, education, and administrative support  due to the vast size of the sub-county.  They also hinted on security management that has also been hampered, especially in border areas like Kavu, near Rwanda.

The leaders believe that breaking down the sub-county into smaller, more manageable units would streamline service delivery and improve government presence in remote areas. They urged the government to act on their proposal to address the growing needs of the population.

Following a four-day tour of the sub-county, RDC Nyakahuma acknowledged the residents’ concerns and said that service delivery in Maziba remains poor due to the vast size of the sub-county, which makes it difficult for residents to access government services. He supported the idea of creating additional administrative units to bring services closer to the people.

However, the area Member of Parliament Wilfred Niwagaba clarified that the responsibility of creating new administrative units lies with the district council. He noted that in 2020, under the leadership of the late Patrick Besigye Keihwa, the District Council had approved a proposal to split Kahondo and Nyanja from Maziba sub-county, Rweene-Buhara and Kabanyonyi from Buhara sub-county,  Muyumbu from Kyanamira sub-county and Kyobugombe from Kaharo sub-county.

MP Niwagaba explained that although the proposal was approved, the late submission caused delays, and the Ministry of Local Government has since paused the creation of new administrative units.

He urged residents to remain patient until the government lifts the ban, assuring them that once it does, efforts will resume creating the necessary units not only in Maziba, but throughout the entire constituency.

In February 2025, the government announced that no new administrative units will be created or operationalized in the 2025/26 financial year. The move aimed to ease concerns from critics who have accused the government of inflating the wage bill at the expense of service delivery.

“No new administrative units including districts, cities, municipalities, sub-counties, parishes, and constituencies will be created or operationalized in FY2025/26,” Secretary to the Treasury, Ramathan Ggoobi stated.
