The Kisoro District Council on Thursday approved a budget of Uganda Shillings 55.9 billion for the 2025/2026 financial year, following a tense session marred by leadership confusion and delays.
The meeting began in disarray due to the absence of District Speaker Amos Hakizimana, who was reportedly on official duties in China. In his absence, he had delegated his deputy, Mbabazi Charity, to preside over the session. However, some councilors demanded formal written confirmation of the delegation, citing procedural concerns.
Deputy Speaker Mbabazi acknowledged that she lacked written authorization from Hakizimana, which triggered unrest among council members. As tensions rose, she adjourned the session for 15 minutes to restore order.
Shortly afterward, Speaker Hakizimana unexpectedly returned to the district council headquarters and resumed chairing the meeting.
Despite the rocky start, the council proceeded to approve the budget estimates presented by Pamela Nyiragugirwa, the Secretary for Finance and Social Services.
According to the approved allocations:
- Education and Sports received UGX 23 billion (39.3%),
- Health was allocated UGX 16 billion (29.3%).
- Administration was allocated UGX 7 billion.
- Internal Audit received the smallest share of UGX 88.1 million (0.1%).
