A section of local leaders in Rubaya Sub county, Ndorwa West Constituency Kabale District, have voiced growing frustration over what they describe as continuous false promises by David Bahati, the area Member of Parliament and State Minister for Trade, Industry and Cooperatives.

The leaders, including Twebaze Moses (LC1 Chairperson Kabirago), Kabahakane Peter (LC1 Chairperson Ruginga), Ndyomugabe Jasper (LC1 Chairperson Ndarura) and Rugyereka Smith (LC1 Chairperson Kihorongwa), accused Minister Bahati of making pledges to the residents of Rubaya since 2006 that have yet to materialize.

Speaking at a community meeting in Kabirago Trading Centre, Rwanyena Parish on Wednesday, Twebaze Moses criticized Minister Bahati for failing to deliver on a public water tap promised during the 2021 elections.

He noted that the water scarcity in the area has sparked unrest among residents.

Twebaze also demanded iron sheets to roof the milling machines in Kabirago Trading Centre, another promise he says remains unfulfilled.

Peter Kabahakane echoed similar concerns, accusing the minister of failing to deliver on a pledged water supply system connecting Kabirago to Ruginga village.

In Ndarura village, LC1 Chairperson Ndyomugabe Jasper expressed disappointment over the unfulfilled promise of iron sheets for Ndarura Church of Uganda, also made during campaign seasons.

Tayebwa Titus, LC1 Chairperson of Mubushurugunyu village in Musamba Parish, called on Minister Bahati to account for the long-delayed Mubushurugunyu water project, which was supposed to connect from Rwanyena Church of Uganda to Musamba Parish.

He also demanded action on the long-promised road connecting Murungu to Musamba village, a need residents have raised repeatedly since 2021.

Speaking at a gathering in Kishaze village, LC1 Chairperson Rugyereka Smith decried the abandoned water project initiated in 2016.

He stated that the water tank, meant to supply water from Hamuhambo Church of Uganda to Rwanyena Catholic Church, remains nonfunctional to date.

Rugyereka also reminded the minister of a community tent (“Bataka tent”) pledged to the residents of Kihorongwa village in 2016 that has never been delivered.

In response to the growing criticism, Minister David Bahati acknowledged the concerns and promised to fulfill the pledges, but without specifying a timeline.
