Minister of Finance (General Duties), Henry Musasizi, has officially launched his campaign to seek re-election for a fourth term as Member of Parliament for Rubanda East Constituency.
Musasizi, who also serves as the Rubanda District NRM Chairperson, launched his campaign in Bushure, Mpungu Parish, Hamurwa Sub-county, under the banner of the National Resistance Movement (NRM) party.
“I am thrilled to have officially launched my campaign for a fourth term as the Member of Parliament for Rubanda East,” Musasizi said at the event.
He expressed deep gratitude to the people of Rubanda East for their unwavering support over the years.
“I am proud to say that I have worked tirelessly to serve my constituents and have not disappointed them,” he stated. “Their continued trust, as seen through their votes, inspires me to serve even more diligently.”
Minister Musasizi reaffirmed his allegiance to the NRM, citing President Yoweri Kaguta Museveni’s leadership as his guiding light.
“As a proud member of the NRM, I am guided by the vision and leadership of His Excellency President Museveni, who has consistently championed the development and prosperity of Uganda,” he said.
He pledged a program-driven campaign, centered on transparency, accountability, and sharing his track record. He promised to highlight his key achievements during his 14-year tenure and outline future plans for Rubanda East.
Key Achievements
Among his notable accomplishments during the 2021–2026 term, Musasizi highlighted the rehabilitation of Hamurwa Health Centre IV, made possible through a Shs 500 million government grant.
The facility, now the top-ranked Health Centre IV in the Kigezi Sub-region, underwent major upgrades with support from the Bank of Uganda. These included:
- Expansion of the maternity ward with modern beds
- Renovation of the operating theatre
- Construction of roofed walkways
- Installation of blood storage equipment
The upgraded facility is scheduled to be officially unveiled on June 20, 2025.
In the education sector, Musasizi cited government investment in Keerere Primary School (UGX 150 million) and Kaburara Primary School (UGX 150 million, budgeted for the next financial year). Additionally, he noted that school infrastructure worth Shs 1 billion is set to be developed at St. John’s Secondary School, Ikumba, through the Rubanda District Local Government.
On infrastructure, Musasizi mentioned that previously non-existent roads, such as the Rutooma–Hamuyivi–Kandenzya and Kyondo–Nyakatare–Kisiizi roads in Hamurwa Sub-county, have since been developed under his watch.
He also cited his dual capacity as MP and Minister to lobby for various projects in Rubanda East, including rural electrification and the Parish Development Model (PDM), a flagship poverty alleviation program which he helped conceptualize.
“We brought electricity to Nyamasizi, but some areas remain unconnected. Similarly, some people have received PDM loans, while others haven’t. We’re asking for more time to ensure these services reach every corner,” Musasizi explained.
Road Infrastructure Concerns
Musasizi acknowledged community concerns over the Hamurwa–Keerere–Kanungu highway, particularly the waterlogged section locally known as “Road Toll.” He assured constituents that emergency repairs were imminent.
“I recently met officials from the Ministry of Works and Transport, including Ms. Alison Abenawe, the former UNRA Station Manager for Kabale. We agreed to treat the flooded section as an emergency,” he stated.
