The Kisoro Municipality NRM Member of Parliament aspirant, Dr. Leo Mfitimana, has pledged to eliminate the reliance on foreign contractors for municipal government projects, stating that local residents are fully capable of handling such work if given the necessary training and certification.
This message was delivered on his behalf by Joakim Hakizimana, the Deputy Speaker of the Municipal Council, during the launch of the Zindiro Pavers and Compound Designing Group held on Saturday in Zindiro Village, Northern Division, Kisoro Municipality.
Hakizimana emphasized Dr. Mfitimana’s commitment to fighting poverty and promoting self-employment, particularly among the youth and women. He noted that the aspirant plans to lobby for resources to provide vocational training in building and construction, with the aim of equipping locals with the skills needed to take charge of development projects in their own communities.
“Dr. Leo is passionate about empowering the ordinary people. He believes that with practical skills and access to opportunities, Kisoro residents can actively contribute to the municipality’s transformation,” Hakizimana said.

Former Kisoro Municipality MP, Sam Byibesho, who also spoke at the event, threw his weight behind youth empowerment initiatives and took a swipe at the current leadership. He criticized what he termed as ineffective representation and urged voters to choose a capable leader who will not disappoint them.
“Kisoro deserves a leader who truly understands the needs of the people and is committed to uplifting them,” Byibesho said.
