
The Kisoro Municipality mayoral aspirant, Ndikuyeze Ramathan, has formally petitioned the National Resistance Movement (NRM) Electoral Commission over alleged irregularities in the party primaries held on Thursday, 24th July 2025.
The petition follows a series of meetings involving Ndikuyeze, fellow candidates Nambajimana Alex and Mbonigaba John (also known as John King), as well as district NRM leaders and security officials.
The first meeting, chaired by Kisoro Resident District Commissioner (RDC), was held on 25th July and resulted in a decision to conduct a re-election in Karumena Village on 26th July.
However, Ndikuyeze and Mbonigaba strongly opposed this move, arguing that re-elections should also include Kisoro Main and Kisoro Hill, where they claim similar irregularities occurred.
In response, the two aspirants held a press conference at Namagana Petrol Station, denouncing the decision as unfair and biased.
Amid rising tensions, a second closed-door meeting was convened on 26th July to re-evaluate the earlier resolution. Despite this, Ndikuyeze went ahead and submitted a formal petition to the NRM Electoral Tribunal.
In his letter dated 25th July 2025, addressed to Kisoro District NRM Registrar Mujambere Tadeo and copied to NRM Electoral Commission Chairperson Dr. Tanga Odoi, Ndikuyeze cited several election irregularities.
These included the inability of many voters to register properly, lack of access to voter registers in some villages, and numerous cases of missing names from the voters’ lists.
Ndikuyeze called for a thorough review of the voter registration process in Kisoro Municipality, an investigation into the reported discrepancies and the cancellation of the mayoral election results unless verified by the electorate.
He insisted that only a comprehensive and transparent review would restore trust in the electoral process.

In a show of solidarity, fellow aspirant Mbonigaba John publicly backed Ndikuyeze’s petition. He criticized the decision to hold a re-vote in only one village, arguing that the irregularities were widespread.
“I will not accept a re-vote limited to Karumena. All affected areas, Karumena, Kisoro Main, and Kisoro Hill must be included,” Mbonigaba said, adding that he possesses evidence supporting claims of voter irregularities across the municipality.

The joint stance by Ndikuyeze and Mbonigaba reflects growing pressure on the NRM leadership to address concerns about transparency and electoral fairness in Kisoro.
