Minister Musasizi Urges AfDB to Back Uganda’s Bold Tenfold Growth Vision

The Minister of State for General Duties, Henry Musasizi, has underscored the importance of aligning the African Development Bank’s (AfDB) support with Uganda’s ambitious ten-fold growth strategy.

Speaking on behalf of the Minister of Finance, Planning and Economic Development and Uganda’s Governor to the AfDB, Matia Kasaija, Minister Musasizi outlined the core pillars of the strategy, collectively known as ATMS: Agro-industrialization, Tourism, Mineral-based industrial development (including oil and gas), and Science, Technology, and Innovation (including ICT and the creative industry).

He emphasized that successful implementation of the ATMS strategy requires critical enablers such as infrastructure development, irrigation systems, industrial park expansion, human capital development, and reducing the cost of credit for the private sector. These priorities, he noted, are well aligned with the strategic focus areas of the AfDB.

Minister Musasizi made these remarks during the 60th Annual Meeting of the African Development Bank and the 51st Annual Meeting of the African Development Fund.

The meetings were hosted by the Republic of Côte d’Ivoire in Abidjan from 26th to 29th May 2025. Held under the theme “Making Africa’s Capital Work Better for Africa’s Development”, this year’s meetings convened key stakeholders from across the continent to chart the future of development financing in Africa.

Minister Musasizi expressed appreciation to the outgoing AfDB President, Dr. Akinwumi A. Adesina, for his decade of dedicated service and for the invaluable support extended to Uganda during his tenure.

As of the end of April 2025, Uganda and the African Development Bank had 20 active public operations (signed) valued at USD 2.123 billion (UA 1.596 billion). The portfolio is dominated by the Integrated Transport Infrastructure Services Program, which accounts for projects worth USD 1.62 billion (UA 1.218 billion).

A historic highlight of this year’s meetings was the election of a new AfDB President. The Governors of the Bank elected Sidi Ould Tah of Mauritania, who has served as President of the Arab Bank for Economic Development in Africa (BADEA) for the past ten years. He will assume office as President of the African Development Bank from 1st August 2025 to 30th July 2030.

During his time in Abidjan, Minister Musasizi also met with Ugandan nationals working at the African Development Bank. Uganda currently has 78 citizens serving in various professional capacities across the Bank.
