Chaos has erupted at the Chanika border in Kisoro District after boda boda operators accused security personnel of escalating harassment and unlawful arrests, claims they say are crippling their ability to work.
The operators allege that security officers frequently detain them without cause, especially when they are ferrying passengers crossing between Uganda and Rwanda. They claim motorcycles are often impounded and operators are forced to pay unjustified fines, slashing their already modest earnings.
Sebigoli William, a 56-year-old boda boda rider and stage vocalist, told the press that such intimidation has created a hostile working environment.
