Arua City Buys Shs 1.2 Billion Grader Using Local Revenue

The new grader is expected to fast-track maintenance and opening of community access roads, positioning Arua City as a model for effective utilization of local revenue.

Arua City has acquired a brand-new motor grader worth Shs 1.2 Billion, fully financed through locally generated revenue, a major boost to its road infrastructure efforts.

The grader was officially commissioned on Tuesday by the Minister for Local Government, Hon. Raphael Magyezi, who commended the city for prioritizing service delivery through prudent use of local funds.

“This grader belongs to the people of Arua. It must be protected, well maintained, and used responsibly for the benefit of all,” Magyezi emphasized.

He further revealed that government is working toward equipping all cities with road machinery to improve accessibility and enhance public service delivery.

Local Revenue Funding Pays Off

According to Arua City Clerk, Kyasanku David, the city collected Shs 6.7 Billion in FY 2024/2025 and is projecting Shs 7.5 billion in FY 2025/2026. The procurement places Arua among a growing list of cities, including Lira, Mbale, Mbarara, Nansana, Makindye, and Kira that have used local revenue to independently acquire road equipment.

Kyasanku described the purchase as a game-changer for the city, which manages over 550 kilometers of road network.

Previously, Arua relied on borrowing graders from Obongi and neighboring districts, while hiring one cost up to Shs 1.5 million per day, an unsustainable expense.

“With this grader, we can now open more roads leading to schools, health centers, and markets, improving access and connectivity across the city,” he said.

Community Applauds Milestone

The commissioning ceremony, held at the Arua City headquarters, was attended by officials from the Ministry of Local Government’s Urban Administration Department, city technical and political leaders, private sector representatives, and members of the community.
