The Electoral Commission (EC) has dismissed as false and misleading allegations of irregularities in the National Voters Register (NVR), assuring the public of strong safeguards to protect the integrity of the 2026 General Elections.

In a statement issued by the Commission Chairperson, Justice Byabakama Mugenyi Simon, the EC responded to claims circulating on social media platform X by National Unity Platform (NUP) presidential flag bearer, Robert Kyagulanyi Ssentamu.

The claims alleged that the same individual had been registered at different polling stations to enable multiple voting.

According to the EC, a thorough review of the voter location slips cited in the allegations established that they belong to two distinct individuals registered in different electoral areas. Although the two voters share similar names and dates of birth, the Commission emphasized that they are clearly distinguishable through their unique photographs.

“The assertion that these records represent one person registered twice is incorrect,” the EC said, adding that privacy and data protection laws prevent the publication of personal voter details, including photographs.

The Commission also cautioned stakeholders against sharing individuals’ voter information on social media without consent, noting that such actions violate privacy laws.

To further reassure the public, the EC highlighted enhancements to the Biometric Voter Verification System (BVVS), which now verifies voters using fingerprints or facial recognition before a ballot is issued. Without successful biometric verification, a voter cannot receive a ballot, firmly enforcing the principle of one person, one vote.

Addressing another claim that the EC had refused to provide presidential candidates with the final National Voters Register, the Commission clarified that this information had already been shared in line with the law.

A soft copy of the register was issued to all presidential candidates immediately after nominations on September 23 and 24, 2025, as required under Section 19 of the Electoral Commission Act.

The EC noted that hard copies, intended for use on polling day, will be issued within the legally prescribed timeframe, two weeks before polling day.

The Commission encouraged all candidates and stakeholders to use established channels to seek clarification, verify information, and raise concerns regarding the electoral process.

Reaffirming its commitment, the EC assured Ugandan’s that it remains dedicated to conducting the 2026 General Elections in a transparent, professional, and credible manner, and to safeguarding the integrity of the country’s democratic process.
