The Uganda Law Society (ULS) has strongly criticised the reported deployment of security forces around the Magere residence of National Unity Platform (NUP) leader Robert Kyagulanyi Ssentamu, describing the actions as unlawful and a violation of constitutional rights.

In a statement issued in Kampala by Asiimwe Anthony, Vice President of the Uganda Law Society on Tuesday, he condemned what it termed as the unprovoked invasion and barricading of Kyagulanyi’s home, which allegedly subjected his family and other occupants to restrictions amounting to house arrest.

According to the legal body, multiple media reports indicate that security personnel were deployed around the Magere home in Wakiso District, effectively restricting movement in and out of the premises and reportedly preventing the delivery of essential supplies, including food.

ULS noted that the reported actions contradict a High Court ruling in Miscellaneous Cause No. 16 of 2021, in which the court barred security agencies from unlawfully restricting access to the Kyagulanyi residence.

While the Uganda Police Force has reportedly described the deployment as a security or protective measure, ULS argued that the practical effect of the operation amounts to an arbitrary restriction of liberty and deprivation of livelihood, contrary to the 1995 Constitution.

“The Constitution guarantees the right to personal liberty, freedom of movement, and an adequate standard of living, including access to food and basic necessities,” the statement read, adding that any actions denying these rights without lawful justification amount to violations of fundamental freedoms.

The Law Society also expressed concern over public statements attributed to the Chief of Defence Forces, Gen Muhoozi Kainerugaba, on his verified X (formerly Twitter) account, which ULS said raise serious questions about the neutrality and constitutional role of the armed forces.

ULS warned that such statements and actions contribute to a climate of intimidation, restricted civic space, and alleged human rights abuses, noting that political contestation is a legitimate part of a democratic society and should not result in harassment or isolation of political actors and their families.

The body called for the immediate lifting of any unlawful confinement or external restrictions imposed on Kyagulanyi and his family and urged all security agencies to operate strictly within the confines of the Constitution.

“The Uganda Law Society remains committed to standing with the people of Uganda in defence of human rights, democracy, and the rule of law,” the statement concluded.
