The Kabale District Chairperson, Nelson Nshangabasheija, has commended the district’s technical team for their professionalism and commitment in guiding the budgeting process.
Nshangabasheija made the remarks on Monday while chairing a Joint District Executive Committee (DEC) and District Technical Planning Committee (DTPC) budgeting meeting at the District Rukiiko Hall in Kabale. The meeting reviewed key planning documents for the 2026/2027 Financial Year.
During the meeting, officials presented the Second Budget Call Circular (BCC2) for FY 2026/27, outlining major policy directions and Indicative Planning Figures (IPFs) to guide departmental planning and resource allocation.
Heads of departments also presented their priorities and programme plans for the 2026/27 financial year to ensure alignment with the Budget Framework Paper, the District Budget Conference priorities, the District Development Plan IV, the National Resistance Movement Manifesto 2026–2031, and the National Assessment Manual.
Nshangabasheija urged the technical team to finalize the budget and consolidate it into the Programme Budgeting System (PBS).
“We have been interacting, and I commend the technical expertise of the Kabale District team. I request that the budget be finalized and consolidated into the Programme Budgeting System (PBS),” he said.
The Kabale Chief Administrative Officer, Robert Mugabe, emphasized the need to harmonize departmental projects in line with the priorities outlined in Budget Call Circular II.
“We are particularly focused on the budget we are preparing to present. It must harmonize projects that fully internalize the provisions of Budget Call Circular II,” Mugabe noted.
He also urged technical officers to share work plans and Bills of Quantities for all projects with relevant stakeholders, including project beneficiaries, to enhance transparency and community ownership of government initiatives.
Mugabe further called on the technical teams to improve adherence to timelines in implementing activities and submitting reports, stressing that timely planning and reporting are essential for effective service delivery.
