How can Members of Parliament turn laws and budgets into real impact for Constituents? This was the focus of Deputy Speaker of the Parliament of Parliament, Rt. Hon Thomas Tayebwa presentation on Thursday at the ongoing NRM Leaders’ Retreat at the National Leadership Institute, Kyankwanzi.
Deputy Speaker Tayebwa, reminded fellow Members of Parliament that effectiveness goes beyond active participation on the floor of Parliament.
“It also includes overseeing government programs, representing constituents, and ensuring proper appropriation of resources,” he said.
To carry out oversight effectively, Tayebwa advised, MPs must be on the ground, engaging communities to uncover issues. He shared an example from Mitooma, where Parish Development Model funds were being mismanaged.
“I discovered that forms meant to cost 10,000 UGX were being sold at 30,000 UGX. We addressed the issues in open forums so everyone could see how they were resolved, which boosted public confidence,” he explained.
In Parliament, Tayebwa emphasized the importance of mastering the rules of procedure. Every motion, debate, and point of information matters—but only if raised correctly.
“Being strategic, respecting time limits, and knowing how to protect members while raising issues ensures Parliament works effectively,” he said.
He also highlighted the critical role of committees.
“Most parliamentary work happens in committees. Active participation allows MPs to influence decisions, monitor projects like roads and health centres, and ensure public funds are spent wisely,” he noted.
Tayebwa encouraged MPs to develop areas of expertise, focus on results, and always remember the people they serve.
“This is how we can ensure our work is impactful and accountable to the people of Uganda,” he concluded.
