The Minister of Finance, Henry Musasizi, has reaffirmed the government’s commitment to increasing Uganda’s tax-to-GDP ratio from the current 14.2 percent to 20 percent by the 2029/30 financial year through strengthened collaboration with the Uganda Revenue Authority (URA).

Speaking during a meeting with the URA Board of Directors chaired by Emmanuel Katongole and the senior management team led by Commissioner General John Musinguzi, Minister Musasizi said the tax authority’s strategic direction aligns with the government’s ambition of mobilising more domestic revenue to finance national development.

The meeting focused on revenue enhancement measures for the period covering the 2026/27 to 2029/30 financial years.

Minister Musasizi urged URA to strengthen strategies that ensure all Ugandan’s with taxable income pay their fair share of taxes, noting that the burden of taxation should not continue to fall on the few citizens and businesses that are already tax compliant.

URA Board Chairman Emmanuel Katongole called for greater integration of data between Ministries, Departments and Agencies (MDAs) and URA to improve revenue assurance. He also proposed the establishment of a centralised Internal Container Depot (ICD) at Namanve to facilitate trade, reduce costs and delays, and minimise revenue leakages.

Katongole further appealed for a review of Uganda’s double taxation agreements, saying some of the existing arrangements limit the country’s ability to maximise tax collections.
