Kasese Municipality is preparing to disburse more than Shs900 million under the fourth phase of the Parish Development Model (PDM), with payments to beneficiaries expected to begin between August and September 2026.
The Municipal Principal Commercial Officer, Julius Muhindo Mukidi, said the municipality has so far received and distributed over Shs7 billion in PDM funds to beneficiaries across its 18 wards over the past four years.
Speaking to journalists at his office on Monday, Mukidi said preparations for the next disbursement are complete following the election and orientation of new executive committees for the 18 ward PDM SACCOs. The previous committees had completed their terms of office.
He urged residents awaiting the latest funding to remain patient, assuring them that the newly elected committees are finalizing the processes required before funds are released to beneficiaries’ accounts.

Mukidi also cautioned newly elected SACCO leaders against abusing their positions or exploiting beneficiaries, warning that such practices undermine the programme’s objectives of improving household incomes and could attract criminal prosecution.

Meanwhile, the Kasese Assistant Resident District Commissioner, Henry Kabiriri, commended the government for continuing to finance the Parish Development Model, saying the programme has created opportunities for households to invest in income-generating activities.
Kabiriri appealed to beneficiaries to repay the revolving funds on time to enable more households to benefit and to ensure the long-term sustainability of the programme.

However, the Chairperson of the Kasese District Public Accounts Committee, Kato Kato Soro, expressed concern over the slow recovery of PDM funds from beneficiaries.
He attributed the low recovery rate to accounting officers, whom he accused of failing to formally notify parish PDM committees to commence recovery after the expiry of the presidential grace period in December 2024.
He asked accounting officers to intensify efforts to recover the funds, warning that legal action may be taken against beneficiaries who fail to repay after voluntary recovery measures have been exhausted.
