NIRA District Registration Officer Charged for Alleged Abuse of Office

KOLE – The Directorate of CID has charged the Kole District Registration Officer (NIRA) with alleged abuse of office.
In 2021, while assigned as the Kole District Registration Officer, Asiimwe Fabby Innocent, without authorization, moved the registration kit to Kampala and registered people outside his jurisdiction, violating NIRA procedures and guidelines.

According to the Police report, the kit was used to register both Ugandan and Foreign Nationals, many of whom presented forged documents. Some registrations even took place during late hours, contrary to NIRA guidelines. Such abuse of office can have serious implications, including terrorism, money laundering, and trafficking in persons.

SCP Fred Enanga, the Uganda Police spokesperson, announced that the suspect will appear before the Anti-corruption division at Kololo for Abuse of Office C/S 11(1) of the Anti-corruption Act.

Enanga revealed that Uganda Police Force is committed to collaborating with law enforcement partners to maintain the integrity of the National Identification System, which many people rely on.

Enanga emphasized that the suspect violated the oath he took to serve and protect, unlawfully registering individuals outside his jurisdiction.

“The Government of Uganda, through the Ministry of Internal Affairs, remains committed to safeguarding the integrity of National Identity Documents issued by NIRA”. Enanga Stated.
