The Office of the Director of Public Prosecutions (ODPP) has sanctioned criminal charges against suspects linked to a deadly shooting incident at Kiboga Government Prison.

On March 31, 2026, the principal suspect, Prison Warder No. 13544, Anguyo Moses, was arraigned before Grade I Magistrate Jonad Kusasira. His court appearance follows a coordinated cross-border operation that led to his arrest in Aru, Democratic Republic of Congo, where he had reportedly fled after the incident.

Authorities say Anguyo was found hiding on a farm owned by an individual identified as Andama, with assistance from one Hitler Pariyo. The arrest was carried out by police acting on intelligence from the Uganda Prisons Service, in what officials described as a successful inter-agency collaboration.

Anguyo faces multiple counts of murder stemming from the events of February 23, 2026, at Kiboga Government Prison. Prosecution alleges that, with malice aforethought, he unlawfully caused the deaths of ASP Catherine Hope, PO1 Akishuri Bright, Ayebare Sarah, and Niwagaba Salson.

Three co-accused—Anziku Peter, Anziku Peter alias Okuonzi Dickson, and Amviko Hellen—have been charged as accessories after the fact to a felony.

Prosecution alleges they assisted the principal suspect, a relative, to evade arrest and escape lawful custody after the alleged crimes.

The prosecution team is led by Senior State Attorney Stephen Ariong and State Attorney Joan Gaswaga from the ODPP.

The ODPP says the case underscores the principle that no one is above the law and reaffirmed its commitment to ensuring justice for the victims and their families.
