RUBANDA: Whereas the embattled Commissioner of Parliament, Prossy Akampurira Mbabazi, claims that she used the 400 million shillings as a “Service Award” to empower women’s groups in Rubanda District, an independent investigation by our reporter shows that the money was distributed to only 166 out of 461 villages in the district.
While addressing her constituents at Kacerere Playground in Kacerere Town Council, Rubanda West County, during the District Women’s Day celebrations in June 2024, Akampurira stated that she used part of the funds to initiate a project called “Prosperous Women Rubanda” (PWR). This project aimed to support village women’s groups with 300,000 shillings as seed capital.

However, the investigation revealed that 295 villages did not receive any funds. According to the distribution data, Akampurira allocated 49,800,000 Million shillings to 166 Women groups, leaving 350,200,000 Million shillings unaccounted for.
If she had given 300,000 shillings to each of the 461 villages, approximately 138,300,000 million shillings would have been distributed to women groups.
Speaking to our reporter, Miria Arinaitwe and Sharon Karungi, both residents of Kagoye Cell, Nyarurambi Parish in Muko Sub County, expressed that 300,000 shillings is insufficient to elevate women from poverty.
They argued that this amount is not enough to boost women’s groups, considering the substantial funds MP Akampurira received. They emphasized the need for a larger allocation to these groups.

Joventa Tumusiime from Kagorogoro Village, Kagorogoro Parish, Muko Sub County, mentioned that some women are quitting the group because it has failed to benefit them. Dorothy Kyampeire, a resident of Murukoro Village in Muko Sub County, said that the groups have not positively impacted residents.
Both Kyampeire and Yasenta Kyasiimire from the same area suggested that MP Akampurira should have used her salary to help women instead of the service award money.

Betty Akankundira and Ahisiibwe Maria Bridget from Kishanje in Bufundi Sub County stated that if the 400 million shillings had been properly distributed, it would have significantly transformed the lives of women in the district.
