A former Forum for Democratic Change (FDC) activist who was arrested in Kisumu County, near the Uganda–Kenya border, while attending a leadership training on July 23, 2024, has been elected LCIV councilor for Lower Bugongi in Kabale Municipality.
Kimonge Conold Tumuheirwe secured the seat after contesting on the People’s Front for Freedom (PFF) party ticket and was officially declared the winner on Tuesday by the Kabale District Returning Officer, Aisha Nansubuga.
He secured 315 votes defeating his closest rival, NRM Flagbearer Habert Ninsiima who got 249 votes. Other independent candidates in the race that included Peace Nibagwire got 147 votes and Hatangumwami Barnabas Amos with 134 votes.
Tumuheirwe’s victory marks a significant political comeback and has been widely celebrated by residents as a triumph of resilience, democratic participation, and people-powered leadership. Supporters say his journey, from arrest and political persecution to electoral success, has inspired many, particularly young people who believe in peaceful civic engagement and change through the ballot.
Speaking to our reporter on Friday, Tumuheirwe thanked the people of Lower Bugongi for entrusting him with their mandate, describing the win as a collective victory for ordinary citizens who desire accountable, transparent, and inclusive leadership. He pledged to represent all residents regardless of political affiliation, religion, or background.
The councillor-elect committed himself to championing improved service delivery, youth empowerment, protection of women and vulnerable groups, and the responsible use of public resources.
He emphasized that leadership must be people-centered and visible in communities, promising to regularly engage residents in villages, markets, schools, and health centers to better understand and address their concerns.
“It is the duty of every Ugandan citizen to ensure that our country operates on democratic principles, where leaders are chosen freely and public resources are managed in the interest of the people. We shall continue to engage the public and, at the right time, outline the path we shall take to reclaim true ownership of our country”. He said.
He added “I will continue to pressure the government to unconditionally release all political prisoners, those arrested before, during, and after elections, because persecution based on political affiliation has no place in a democratic society”.
