RUBANDA: Government has resolved to suspend the creation and operationalization of additional administrative units, including regional cities, to avoid straining social services according to the State Minister of Finance, Henry Musasizi.

Speaking during a Parish Development Model (PDM) sensitization meeting at Hamuhambo Town Council in Rubanda District on Friday, Minister Musasizi, who is also the Rubanda East MP, revealed that Cabinet, on December 16, 2024, decided to halt the creation of more administrative units.

He explained that such initiatives require substantial funding, which could negatively impact essential services such as road construction, education, health facilities, and poverty alleviation programs like the PDM.

Minister Musasizi’s remarks followed reports that a group of individuals from Kabale were mobilizing locals from Rubanda District for a meeting aimed at pressuring the government to operationalize Kabale City. According to residents, the meeting is scheduled for the end of this month at Kabale Municipal Stadium.

Minister Musasizi cautioned the individuals behind the alleged mobilization to stop inciting confusion in Rubanda, asserting that the district has a fully functional and independent local government capable of addressing its people’s concerns.

“Tell those people from Kabale that we are an independent district, and they cannot decide how Rubanda is managed,” said Musasizi.

He further emphasized that a meeting in Kabale could not override a Cabinet resolution and urged the people of Rubanda not to waste time attending the alleged gathering.

Minister Musasizi also criticized certain politicians for pushing for the operationalization of Kabale City to create more elective political positions. He urged aspiring leaders to compete for existing positions rather than lobbying for new administrative units for personal gain.

“If you want to contest, prepare and convince the electorate to choose you in any of the currently available positions. Pressuring the government to create new political units for personal ambitions will not work,” he warned.

Minister Musasizi’s remarks come amidst ongoing debates on whether the government should operationalize five cities approved by Parliament in 2020 but delayed due to financial constraints. These cities include Kabale, Moroto, Wakiso, Nakasongola, and Entebbe.

The government has faced challenges funding even the 10 regional cities already operationalized, including Soroti, Lira, Gulu, Arua, Hoima, Fort Portal, Mbarara, Masaka, Jinja, and Mbale.

Many of these cities struggle to meet the expected standards due to limited revenue collections and insufficient central government funding.
