KABALE: The Government of Uganda has introduced a nationwide technological system to monitor the operations and effectiveness of the Parish Development Model (PDM) program.

Named the “ZAIDI app,” the system aims to enhance transparency and accountability and address sabotage and corruption issues during the program’s implementation, according to Major Edmond Turyasingura, Director of Communications at the Internal Security Organization (ISO).

The app is installed on the smartphones of Internal Security Officers (ISOs) and Gomborora Internal Security Officers (GISOs), allowing the program to be easily monitored from headquarters. Nationwide training for GISOs and District Internal Security Officers (DISOs) on how to use the application began last week at the National Teachers College (NTC) Kabale Resource Centre for the Kigezi Sub-region, with plans to extend the application to other regions after assessing the pilot study.

GISOs are required to enter details and photos of PDM beneficiaries to facilitate easy analysis. Turyasingura stated that any GISO who fails to implement the app’s use will face consequences, including potential job loss. However, he noted that access to the application would be restricted to those whose phone details are configured by ISO top officials.

It will establish accurate records for all beneficiaries, addressing issues like ineligible beneficiaries, including civil servants and relatives of group chairpersons.
