KABALE: Justice actors in the Kigezi sub-region have been urged to implement human rights-based strategies to safeguard the rights of minority groups.

This call was made at the opening of a five-day workshop organized by the Uganda Police in collaboration with the Great Lakes Region-Regional Training Facility (ICGLR-RTF) at Agaba Centre in Kabale Municipality. The workshop brought together participants from various institutions, including the Uganda Police Force, the Office of the Directorate of Public Prosecutions, the Judiciary, the Uganda Human Rights Commission (UHRC), the Electoral Commission, the Uganda Prisons Service, and Civil Society Organizations.

Meanwhile, Senior Commissioner of Police (SCP) Dr. John Kamya, who heads curriculum and doctrine development in the Uganda Police Force, highlighted the significance of such training in strengthening officers’ competencies in human rights practices. Kamya noted that key sessions would focus on Sexual and Gender-Based Violence, a practical understanding of human rights, the role of justice actors in enforcing the Anti-Torture Act, civic rights, and shifting mindsets toward human rights issues.

Theopista Twembi, the head of the UHRC Kabale Regional Office, welcomed the initiative, noting that it would help address the region’s pressing human rights challenges. According to Twembi, the UHRC Kabale office has recorded 39 cases of gender-based violence this year, with the majority of complaints coming from women reporting abuse by their husbands and relatives.
