A recent hacking incident targeting the WhatsApp account of Kisoro District LCV Chairperson, Abel Bizimana, has reignited debate on rising cybercrime, unemployment, and government priorities in Uganda.
The compromised account was used to send messages to groups and individuals requesting urgent mobile money transfers with scammers claiming Bizimana were unable to complete a transaction due to poor bank connections. The messages promised repayment within hours.
Bizimana confirmed that his account had been taken over and apologized to the public for any inconvenience caused. He stressed that the episode reflects a wider problem of cyber insecurity fueled by social and economic pressures.
He argued that high levels of youth unemployment are pushing some young people into cyber fraud as a survival strategy.
“Unemployment is driving the youth into hacking and scamming, which is worsening cyber insecurity,” Bizimana said.
Beyond cybercrime, Bizimana also criticized what he described as misplaced government priorities, saying leaders focus more on suppressing political opponents than addressing service delivery challenges in local communities.
