KISORO: Following the recently released scorecard for the third session of the 11th parliament, Political analysts and local politicians in Kisoro District have stated that all Kisoro MPs performed below average compared to their counterparts in other districts.
The rankings showed the Bufumbira East legislator Hon Nsaba Buturo (NRM) leading his peers from Kisoro, placing 63rd nationwide with a score of 37. He was followed by Bukimbiri County MP Eddie Kwizera Wa-Gahungu, who ranked 77th with a score of 33.
Bufumbira South legislator Alex Niyonsaba Seruganda was next, ranking 151st with 19 points, followed by Kisoro District Woman MP and State Minister for Defence Sarah Mateke Nyirabashitsi, who ranked 162nd with 18 points. Kisoro Municipality MP Paul Kwizera was in 175th position with a score of 17, and Bufumbira North MP John Kamara Nizeyimana was in 513th position with a score of 2. The 11th parliament comprises 557 members.
However, Andrew Mugisha, a human rights defender, says that the scores reflected their capacities and questioned why long-time legislators and former ministers like Dr. James Buturo Nsaba and Alex Niyonsaba were performing poorly. He also expected State Minister for Defence Sarah Mateke to score higher given her ministerial position.

Herbert Nsabimana, a senior lawyer in Kisoro District, suggested that some members could have performed better without additional burdens and noted that some MPs might be victims of being denied the platform, similar to Kiira Municipality MP Ibrahim Semujju Nganda, who dominates the house.
He believed that if performance were assessed differently, Sarah Mateke would be at the top, followed by Eddie Kwizera Wa-Gahungu and Dr. James Buturo Nsaba tying for second, with Alex Niyonsaba in third. He placed Kamara John in fourth and Paul Kwizera Bucyana last. Nsabimana added that if Kamara were as active on the parliament floor as he is in his constituency, he would have performed better.

Morris Hakizimana, the Kisoro District Secretary for Finance in the Youth Council, expressed his dissatisfaction with the legislators’ performance. Emmanuel Ndayisaba, the Nyakinama Sub-county LCV Councilor, suggested that the rankings would be better if they also considered performance on the ground.
