Kirundo Sub-county in Kisoro District has been identified as a top priority beneficiary under the ongoing implementation of Uganda’s Sub-County Policing Model (SCPM), a decentralized strategy aimed at strengthening security at the grassroots level through the establishment of fully functional police stations in every sub-county.
The area had a police post with operational offices and hostels, but it has remained inactive for nearly five years following the transfer of all officers. This vacuum has contributed to a rise in criminal activity and insecurity in the region.
Under the SCPM, each sub-county, municipality, or town council is set to receive a designated number of officers, including an Officer-in-Charge (OC), general duty personnel for patrols, and members from specialized units such as the Criminal Investigations Department (CID), Child and Family Protection Unit (CFPU), and Community Liaison Officers (CLOs).
The rollout follows a directive from President Yoweri Museveni to ensure every sub-county is served by a well-equipped police station to improve law enforcement and service delivery.
Kisoro District Police Commander ASP Ben Niwamanya Kashumbusha confirmed the planned deployment in Kirundo, noting that the model is expected to enhance community policing, boost police visibility, and enable faster response to security incidents.

Luis Bishubeho, the LC5 Councilor for Kirundo, welcomed the development, saying the absence of police officers had severely affected peace, law, and order. He said residents have long faced challenges accessing justice, particularly in cases involving assault, murder, and theft, as the nearest operational police post in Nyabwishenya is too far to respond swiftly to emergencies.
