The Director of Registration and Operations at the National Identification and Registration Authority (NIRA), Brig. Gen. Stephen Kwiringira, has raised concerns over increasing reports of corruption and unethical behavior in the ongoing mass enrolment and renewal exercise, warning that such practices undermine the integrity of the entire process.
Speaking during a meeting with the Kabale District Coordination Committee at the district headquarters on Friday, Brig. Gen. Kwiringira revealed that NIRA had received numerous reports of misconduct.
“These acts of corruption and unethical behavior compromise the integrity of our operations and erode public trust, posing a serious threat to the success of the exercise,” he said.
He also highlighted several operational challenges affecting the exercise, including limited logistical support in remote and hard-to-reach areas, as well as delays in community mobilization and public awareness campaigns.
Brig. Gen. Kwiringira urged members of the District Coordination Committee to uphold the highest standards of transparency and accountability and to respond promptly wherever issues arise.
He also called on the public to work closely with district registration officers to improve coordination and enhance the effectiveness of the registration exercise.
