The Member of Parliament for Ndorwa East County, Honorable Wilfred Niwagaba has implored A-Level students not to abandon their education because of lack of school fees, but instead to make use of the government’s Higher Education Students’ Financing Scheme (HESFS).
Addressing thousands of supporters at polling stations in Kariba, Nyamushungwa, Nyabitabo, and Ahamuremere in Kaharo Parish, Kaharo Sub-county on Friday, Honorable Niwagaba expressed concern over the growing number of school dropouts in his constituency.
He noted that many learners are forced out of school due to inability to pay tuition, family neglect, and other socio-economic hardships.
He explained that the Higher Education Students’ Financing Scheme, established under the Higher Education Students Financing (Amendment) Act, 2024, offers loans and scholarships to financially disadvantaged Ugandan students who wish to pursue higher education in accredited institutions.
The scheme is administered by the Ministry of Education and Sports through the Higher Education Students Financing Department.
Niwagaba also encouraged parents and students to take full advantage of Universal Primary Education (UPE) and Universal Secondary Education (USE) programmes, stressing the importance of completing basic education as a foundation for future opportunities.
He further appealed to government to broaden access to education loans so that both arts and science students benefit equally, saying the scheme had in the past been seen to favour science-based disciplines.
The legislator reaffirmed his commitment to championing policies and programmes that keep learners in school and expand access to higher education for all Ugandans in Ndorwa East and beyond.
