The Rubanda District LC5 Chairman Stephen Ampeire Kasyaba has asked newly inducted district leaders to understand and uphold laws governing local governments to improve service delivery and accountability.

Kasyaba made the remarks on Tuesday during a three-day induction training for district leaders at the district council hall, which runs from October 6 to 8.

Kasyaba said understanding the roles, responsibilities and legal framework governing local governments is essential for leaders to effectively serve the communities they represent.

“Leadership is a service, not a privilege that brings leaders closer to the people,” Kasyaba said, urging the leaders to prioritise community interests over personal interests.

He asked the leaders to familiarise themselves with the Local Government Act and other laws governing the operations of local governments.

The chairman further raised concern about the level of funding transferred to local governments, saying the central government retains a significant share of resources despite local governments being responsible for delivering services to large populations.

He urged the leaders to work together, understand their respective mandates and follow established procedures to ensure effective service delivery to the people of Rubanda.
