RUBANDA: Residents in Rubanda district have raised concerns about their Member of Parliament, Hon Prossy Mbabazi Akampurira, for her acceptance of the UGX 400 million acquired unlawfully by parliamentary commissioners following criticism that this sum was obtained through dubious means.
The controversy stems from a session held on May 6, 2022, where Mathias Mpuuga, then Leader of the Opposition, participated in a Parliamentary Commission meeting chaired by Speaker Anita Among. During this gathering, discussions took place regarding benefits for the LoP and Backbench Commissioners.
Mpuuga, alongside fellow commissioners Solomon Silwany (Bukooli County – NRM), Esther Afoyochan (Zombo District Woman – NRM), and Prossy Mbabazi Akampurira (Rubanda District Woman – NRM), approved the allocation of a ‘service award,’ which also included a Shs400 million allocation to backbench commissioners. These revelations, exposed in a widely circulated parliamentary exposé, have incited outrage among Ugandans.
The Rubanda Farmers Association, led by Martin Byamukama, the chairperson, and Agatha Kyatuheire, the association secretary, expressed profound disappointment at their MP’s involvement in such a scandal. They highlighted their frustration at her apparent neglect of various challenges within the district.

As constituents who entrusted MP Prossy with our hopes and confidence to champion our interests and uphold the fundamental principles of integrity and accountability, we find ourselves deeply disheartened and disillusioned by her recent actions. This betrayal strikes at the core of every Ugandan striving to overcome daily challenges. While essential sectors such as education and healthcare deteriorate, our elected officials prioritize self-aggrandizement.
We stand together in unwavering unity, demanding swift and unequivocal action and accountability from MP Prossy. Therefore, we urgently call upon her to undertake the following measures:
Full Repayment of Allocated Funds: MP Prossy must promptly reimburse the entire sum designated as “Service Awards.” These funds rightfully belong to the people of Uganda and should serve the collective welfare of our communities, not fuel personal enrichment.

Public Acknowledgment and Apology: MP Prossy owes the citizens of Uganda a candid and public apology for breaching our trust and confidence. It is imperative for her to publicly admit her wrongdoing and convey genuine remorse for her transgressions.
Resignation from Commissioner Role: Given the gravity of the allegations and the profound erosion of public trust, MP Prossy must resign from her position as Commissioner of Parliament. We cannot tolerate individuals tainted by corruption and abuse of power occupying influential positions within our institutions.
Residents, including Morris Turyamureba, Susan Ahimbisibwe, and Ray Kwesiga, demand that Hon Prossy either returns the money to the national treasury or allocates it to the constituency for development purposes.
“Disregard for these demands will only exacerbate MP Prossy’s diminishing credibility and integrity as our elected representative. We implore her to prioritize the welfare of her constituents and exemplify the integrity and accountability we rightfully expect from our leaders”. Residents stated.
