The Rubanda Woman Member of Parliament independent candidate Evelyne Ninsiima has pledged to prioritise universal health insurance, cancer care, education and ICT-driven skilling if elected in the 2026 general elections.
Launching her campaign on Monday in Rutooga Cell, Nyarurambi Parish, Rubanda Town Council, Ninsiima said she would champion affordable health insurance to protect families from high medical costs and ensure access to essential treatment.
She also promised to push for more medical outreaches and solar power projects for households without electricity, saying these would improve welfare at village, parish and sub-county levels.
Ninsiima, who has been involved in health programmes and worked with surgeons and doctors from the United States, said many people in Rubanda still struggle to afford basic medical care.
She pledged to advocate for health insurance coverage for every citizen if elected Rubanda Woman MP, arguing that such a scheme would encourage people to seek treatment when ill and align Uganda with countries that have implemented national health insurance.
She also said she would lobby for the establishment of a cancer centre at Rubanda District Hospital and push for more cancer treatment centres in hospitals across the country.
She argued that a cancer unit in Rubanda would reduce transport, accommodation and feeding costs for patients who currently travel to Mbarara and Kampala for treatment.
On education, Ninsiima cited her experience founding St Elizabeth School, which targets girls at risk of dropping out or marrying early, and said she would prioritise improving learning opportunities, especially for girls.
She pledged to promote computer lessons in every primary school and strengthen ICT and digital literacy to match the demands of a global, technology-driven economy.
She further welcomed government reforms to make the national curriculum more practical and skills-based, saying this was equipping learners in Rubanda with employable skills.
Ninsiima said her campaign would be anchored on health, education, ICT and economic empowerment, framing these as the key pillars she intends to advance in Parliament if elected Rubanda Woman Member of Parliament.
