RUKUNGIRI: The Rukungiri District Speaker, James Turyamubona, has blocked a motion to censure members of the District Executive Committee (DEC) for allegedly misleading the District LC5 Chairman into making critical decisions without consulting the council.

Robert Mugisha Rwamugaata, the district councilor representing Buyanja Sub-county, along with others, collected signatures to support a motion to censure several DEC members.

These include Micheal Byarugaba Secretary Production and natural resources, Santrinah Nahwera, Vice Chairperson, Ntungura Gideon, Secretary finance planning and administration. The petitioners accuse them of misleading the LC V Chairperson and making significant decisions without the district council’s consultation.

While presiding over a council sitting on Wednesday, District Speaker Turyamubona stated that the censure motion against DEC members failed to meet several procedural requirements.

He noted that the motion, submitted by Rwamugaata, did not comply with the necessary legal and technical standards.

Although it was scheduled to be presented during yesterday’s council meeting, Turyamubona returned it to Rwamugaata for revision due to these deficiencies.

The Minister for Production, Works, and Natural Resources, Michael Byarugaba, dismissed the accusations, arguing that the petitioners lack valid reasons for the censure.

He defended the actions of the DEC, highlighting the experience of the LC V Chairperson, who has served in various governmental roles, including as a councilor and Resident District Commissioner.
