The Rubanda District Woman Member of Parliament elect Evelyne Ninsiima has pledged to focus on practical, issue-based representation as she prepares to take her seat in the 12th Parliament, prioritizing health care access, agriculture sustainability and inclusive community development.
Ninsiima who had contested as an independent candidate defeated the NRM Flag bear who doubles as the Commissioner of Parliament Honorable Akampurira Prossy Mbabazi.
She was duly declared the winner by the Rubanda District returning officer Medard Nteziyaremye on Friday. Ninsiima garnered 48,732 votes and Akampurira garnered 36,846 votes.
Akampurira had served the district as the Woman Member of Parliament for two terms.
Speaking after her victory, Ninsiima said her election is anchored in a long record of service, noting that she has spent over 15 years working with rural women groups, youth, men, and farmers to address everyday development challenges.
She explained that her four-month campaign deliberately focused on concrete achievements and clearly defined policy issues rather than political rhetoric.
Health care is at the top of her legislative agenda. Ninsiima highlighted the limited access to specialized medical services in Rubanda District and the wider Kigezi region, particularly for cancer patients.
She committed to advocating for the establishment of a cancer treatment center in Rubanda or the Kigezi sub-region to reduce the cost and burden of travelling to Mbarara or Mulago hospitals.
She also said she will push for the adoption and full implementation of a national health insurance scheme to ensure affordable health care for all citizens, especially women in rural communities who are vulnerable to stroke and chronic illnesses.
On agriculture, Ninsiima raised concerns over farmers’ dependence on expensive hybrid and GMO seeds that can only be planted once per season.
She noted that many small holder farmers cannot afford frequent travel to Kabale, Mbarara, or across borders to purchase seeds.
As part of her agenda, she pledged to advocate for the reintroduction and promotion of indigenous heirloom seed varieties that are affordable, resilient, and sustainable, aimed at improving food security and farmer incomes in Rubanda District.
Ninsiima also emphasised the importance of inclusive development, saying her leadership will prioritise women, youth, and men equally.
She said her experience working with community groups has shaped her understanding of grassroots challenges and will guide her contributions during parliamentary debates on social and economic policies.
The MP-elect expressed readiness to work with other area leaders, including direct Members of Parliament to push for coordinated development interventions.
She said collaboration will be key to unlocking Rubanda District’s full potential.
Ninsiima thanked voters for the mandate and reaffirmed her commitment to being an active, issue-driven representative focused on delivering tangible outcomes for the people of Rubanda District.
