The former Minister of Privatisation, Mathew Rukikaire, will today (Tuesday) be formally installed as the new Chancellor of Kabale University.
Canon Rukikaire was appointed on October 17, 2025 by Yoweri Kaguta Museveni under Section 30(1) of the Universities and Other Tertiary Institutions Act, following a recommendation from the Kabale University Council.
The installation ceremony will take place at the university’s main campus grounds in Kabale Municipality.
He will serve a four-year term effective from the date he assumes office, succeeding Mondo Kagonyera, who has since retired.
Canon Rukikaire is expected to provide visionary leadership in advancing the university’s mission of academic excellence, research innovation, and community engagement.
A distinguished Ugandan public servant, entrepreneur, policy advocate, and faith leader, he brings extensive experience in public administration, governance, private sector development, and community service.
He has previously served as a Member of Parliament and held senior government positions, where he contributed to policy formulation, economic transformation initiatives, and institutional strengthening.
Beyond public service, Canon Rukikaire is a respected business leader with wide experience in enterprise development, investment, and private sector growth.
His leadership has consistently emphasized integrity, accountability, and results-driven management, alongside a strong commitment to community development and faith-based service.
As Chancellor, he will serve as the titular head of Kabale University, providing strategic oversight in line with the Universities and Other Tertiary Institutions Act and university statutes.
His responsibilities include presiding over ceremonial assemblies such as graduation ceremonies, conferring academic awards, promoting the university’s vision at national and international levels, and offering guidance on governance in collaboration with the University Council and management.
He is also expected to support efforts to strengthen institutional governance and accountability, foster partnerships that enhance research and innovation, and uphold the university’s mandate to deliver quality higher education in service to society.
