KABALE – Authorities in Kabale district, led by the District Resident Commissioner, Godfrey Nyakahuma, have evicted and demolished structures belonging to prominent businessmen, Medard Happiness Mabale and Charles Rwanika, alias Majugo who had encroached on the land of Kabale Regional Referral Hospital.
These individuals had encroached on the land of Kabale Regional Referral Hospital, specifically plot numbers 38 and 40 along Jackson Road in Makanga Hill. The eviction aims to clear the way for the construction of an 8.58 Billion state-of-the-art Intensive Care Unit (ICU) at the hospital.
Mabale and Majugo, both well-known figures in Kabale district, had illegally occupied the land without proper authorization. The government did not provide any compensation during the eviction, as the occupants had knowingly and corruptly acquired the land, which already had a valid title registered in the name of the hospital.
The investigation reveals that Happiness fraudulently purchased the land from the late Dr. Biryabarema, while Majugo acquired it from his wife (whose identity is withheld by security). Both individuals were former health workers at Kabale Regional Referral Hospital.
RDC Nyakahuma states that security authorities are looking into several cases involving the illegal acquisition of hospital land, including the fraudulent processing of personal land titles, construction of permanent structures, and even leasing the land to a telecom company for a network booster.

Nyakahuma also highlights the complicity of previous Kabale District land board members, emphasizing their corrupt practices that allowed the encroachment to occur.

In early September 2023, the construction of the ICU project was officially launched at the hospital. The 15-month project is set to provide timely and specialized health services not only to patients from Kigezi sub-region but also from Rwanda and the eastern Democratic Republic of Congo, among other areas.
HASO Engineers Company Limited has taken on the contract for the construction, with supervision provided by Arch DESIGN Limited. Unfortunately, construction works had stalled due to the occupation of the land by Mabale and Majugo, prompting the recent eviction and demolition.
